In the US, authorization to transmit on HF comes mostly with the General level amateur radio license, though there are some limited allocations for the Technician class to use CW/morse code. If you’re already involved with an emergency radio group like AmRRON, then you may already be familiar with a lot of the topics he discusses, but if you haven’t been involved with communications at all, then this may give you a good overview.
