How to Prepare and Protect Your Neighborhood from Disaster, Riot and Civil Unrest

If you are reading this, chances are good that you consider yourself a liberty-loving patriotic American. You might also consider yourself, as I certainly do, a “prepper,” that is, an all-around survival and preparedness advocate. As preppers, we’ve long been anticipating crises ranging from financial collapse, to violent insurrection, to natural or even man-made disasters that could extinguish our electrical grid in a flash. Now, deep into 2020, the year of the Chinese Coronavirus pandemic and widespread Marxist-inspired riots, it appears that we may at last be on the doorstep of the long-anticipated SHTF scenario. Revolutionary Communists, (currently wearing the Antifa and BLM brands, and with the tacit support of today’s far-left Democrat Party), have declared that under no circumstances will they accept a Trump election victory. Instead, they promise to take their revolution to the streets, in violent nationwide riots beyond any yet seen in American history.

Across the political spectrum, the number of Americans who believe that a second Civil War is imminent is at an all-time high. This heightened concern is why, for example, it costs three to four times more to rent a truck to move household goods from a liberal to a conservative state than vice versa. This is also why common rifle and pistol ammunition is at unprecedented scarcity, and when it can be found, it can only be purchased at exorbitant cost. A hundred rounds of standard 5.56 or 7.62X39 rifle ammo can easily fit into your jacket pocket, and today they might cost you a hundred dollars — a buck a bullet — if you can find them. The reason for their shortage at this moment in history is that millions of Americans have come to the bitter realization that they might actually need them to defend their lives, families and property.

By comparison to the extra cartridges, what value would you place on obtaining the equivalent of a master’s degree in surviving through a period of violent insurrection, or even civil war? I’d imagine much more than the hundred or so dollars you might spend for a similar number of extra rounds for your rifle or carbine.

So, what is it about Jack Lawson’s Civil Defense Manual that makes it so valuable? First of all, it’s nearly a thousand pages long, making it too big to fit inside one book cover. Instead, it’s broken into two volumes that are sold as a set. And the two volumes are large in size, measuring 11 X 8.5 inches, typeset in a generous 14-point font. In the end, the CDM is meant to be readable even by candlelight, post SHTF. And it’s written so that ordinary people can understand it, completely free of esoteric military or technical jargon, with key sentences bolded to stand out.

The CDM is not just another long list of expensive survival gear and equipment, nor is it advice to move to a remote mountain in Montana. The CDM is much more practical than that. In fact, Lawson’s most essential idea, the Neighborhood Protection Plan, or NPP, can be adapted to any location and situation, from the urban high-rise, to apartment complexes, to single-family homes in the suburbs, and to rural areas. The critical concept behind the NPP is that the inhabitants of an individual home, townhouse or apartment building cannot stand alone and successfully defend themselves against determined attacks by roving gangs of armed predatory thugs. It will be too late to defend your single domicile when your neighbors’ homes are going up in flames.

Neighborhood Protection Plan is not a glorified Neighborhood Watch, which is a passive arrangement whereby neighbors communicate with existing local Law Enforcement. Nor is an NPP a “militia” or any other kind of independent paramilitary force. In the first case, the activation of an NPP is predicated upon the inability or even the unwillingness of local LE to protect a neighborhood or other area during a crisis. In the second case, forming a militia or other paramilitary force implies that this group is planning to undertake proactive operations extending beyond the defense of a neighborhood and its immediate surrounding area. The Civil Defense Manual does cover the entire range of defensive options from existing Neighborhood Watch programs, through Neighborhood Protection Plans, and ultimately to coordination between separate NPPs for the mutual protection of wider regions, with the ultimate goal of restoring pre-SHTF civility, public safety, and restarting any disrupted infrastructure.

Lawson provides a sample command structure for his NPP concept, as well as methods to organize the NPP well in advance of a catastrophic series of events that might require a self-defense force to be stood up in days or even hours, instead of in weeks.

In the author’s vision, the elected Primary Leader of the local NPP is given overall command authority during emergency situations, but tellingly, the Secondary NPP Leader in Lawson’s suggested hierarchy is also the Fire Chief. During a breakdown of civil order, and the collapse of local infrastructure, when existing fire departments might be unable to respond, the protection of homes within the NPP against the risk of fire becomes second in importance only to protection against armed gangs, gangs which might be using Molotov cocktail firebombs as terror weapons to elicit surrender. It should also be recognized that during a period when the normal infrastructure might be disrupted, and running water and electricity are unavailable, the threat to structures from open-flame cooking and heating fires, and even candles, will be extremely high.

Just below the Fire Chief in Lawson’s suggested hierarchy comes the Third Section, the Watch Center Leader, overseeing a constantly manned Watch Center. These are followed by the Communications and Intel Section, the Supply Section and the Medical Section. The roles and responsibilities of each section are covered in detail.

This is not to say that Lawson has designed the perfect one-size-fits-all organizational structure to cover every post-SHTF neighborhood self-defense requirement, but what he has done is to conceptualize and provide a practical template that will serve well during a time of escalating crisis. When your neighborhood is undergoing a period of unprecedented stress, a viable pre-existing Neighborhood Protection Plan will be a Godsend. Your particular organizational structure can later be adapted to your unique local circumstances.

Every neighborhood self-defense force or NPP will require a small cadre of individuals that Lawson refers to as “self-starters.” If you are contemplating the purchase of the Civil Defense Manual, then that initial self-starter is you. For the Neighborhood Protection Plan to move from concept to reality, you will need to find and recruit a small nucleus of interested volunteers. Until someone more suited to the task of primary leader emerges during the formation of your NPP, that initial leader is you. The CDM will guide you through the tricky process of germinating the idea of the NPP within your neighborhood, to organizing its first small meetings, until your NPP’s final culmination as an effective volunteer community defense force.

If you purchase the CDM, I strongly suggest that you read it now, from front to back. Don’t wait, because it will take some time to get an NPP up and running. The two volumes of the CDM blend hard data and information, contributions by subject-matter experts, short fiction and non-fiction survival vignettes, and Jack Lawson’s own African combat experiences and survival philosophy. In this review, I have only touched on a few key concepts found in this truly encyclopedic work. After you have read and digested the complete Civil Defense Manual, you will be miles ahead of the “herd” in the coming survival derby. You will not only learn how to protect your own home, but how to defend your entire neighborhood by pooling all of its combined talents and resources for the common defense through “strength in numbers.” By doing so, you will be maintaining vital pockets of civil society amidst a roiling sea of violence and barbarism.

Just the chapter on post-SHTF radio communication, written by the acknowledged subject-matter expert NC Scout, aka Brushbeater, is worth more than the entire cost of the two-volume CDM. Most folks, even preppers, do not sufficiently appreciate the critical importance of maintaining secure communications across a spread-out community during a prolonged crisis. The immeasurable force-multiplier effect of strength in numbers does not come into effect unless the entire NPP can communicate. (While we’re on the subject, go ahead and buy some inexpensive yet invaluable Baofeng UV-5R handheld VHF-UHF radios — while you can. You can thank me, NC Scout and Jack Lawson for the tip later on.)

So instead of buying yet another box of bullets, I strongly recommend that you invest in Jack Lawson’s Civil Defense Manual, and earn yourself a master’s degree in post-SHTF neighborhood self-defense and community survival. What you learn from the CDM will be worth a thousand times more than another extra hundred cartridges to stack on top of your already existing prepper stockpile.

American Partisan: Armed Citizens Must Defend Their Communities

In societies living under the Rule of Law, sworn Law Enforcement (LE) officers have always been considered fully justified in applying lethal force against violent mobs during arson riots, such as those which have been occurring with regularity in American cities during the terrible summer of 2020. This was the intent and meaning of police officials publicly “Reading the Riot Act,” announcing over a loudspeaker that a violent mob had been declared to be an unlawful assembly, that is to say, a riot. Rioters who lingered on the street after that final warning could be engaged by LE at any level up to and including the use of deadly force, with no further announcement.

This was, in prior more civilized times, a basic understanding of all citizens living under the Rule of Law. This is why a police officer’s standard-issue pump shotgun was traditionally referred to as a “riot gun” long before the development of modern less-than-lethal munitions. This is also why arson riots were uncommon and short-lived. Everyone understood the ground rules. There was no right to burn, loot or murder.

Thomas Sowell put it this way: “If you are not prepared to use force to defend civilization, then be prepared to accept barbarism.” Note that he did not say “the government” or “the police department.” He said YOU.

ABR, my own acronym for the current working coalition of Antifa, BLM and the Revolutionary Communist Party of the U.S.,  are now routinely using Molotov cocktails (gasoline bombs) and other incendiary/explosive devices as offensive weapons in both an anti-personnel and anti-property (arson) role. As far as the BATFE is concerned, a Molotov cocktail is an illegal explosive device, and so are powerful high-altitude fireworks, when they are deployed at ground level as anti-personnel and anti-property explosive/incendiary grenades.

ABR deliberately uses the anonymity of their black-clad and face-masked mobs to conceal the identity of their individual bomb throwers, in exactly the same way that 19th Century Ku Klux Klan night riders carrying torches on arson missions concealed their identities with white robes and hoods. There is no moral or ethical requirement for either police or ordinary citizens protecting their communities from violent mobs to identify and ferret out the individual bomb throwers, when the rest of the mob is intentionally surrounding them in order to shield them from that identification. Because of the deliberately created synergy of bomb throwers utilizing the anonymity of the mob, the entire ABR mob becomes a legitimate target for police arrest or armed community self-defense.

Furthermore, at this writing in September of 2020, there is no moral or ethical requirement for a law-abiding American citizen to wait for a lit Molotov cocktail or any other incendiary or explosive device to crash through the window of their home or business, while ABR mobs are rampaging through the streets conducting arson attacks. Once the fires begin, morally and ethically, the same Rules for the Use of Force (RUF) should apply that would attach to a lynch mob, or to Ku Klux Klan night riders on their way to burn homes or businesses. Both KKK night riders bearing torches in olden times, and violent mobs of ABR terrorists with Molotov cocktails and other incendiary devices today, can and should be engaged by armed citizens with any necessary level of force required to halt their terroristic depredations.

In numerous recent cases, law enforcement under Leftist political control has repeatedly abdicated its traditional and expected role in breaking up violent riots and preventing arson and other terror attacks. Week by week, the level of ABR violence has been steadily escalating, and it’s logical to assume that it will only worsen as the hotly-contested presidential election draws near.

So let me be very clear: if Democrat Party governors, mayors and DAs have hamstrung their police for political reasons, and won’t allow them to protect the lives and property of their local citizens using all required force, abandoning their primary mission in order to bow to the ABR mob, then it is time for their undefended citizens to apply the clear intent of the Second Amendment. There should be deep regret about the abandonment of the Rule of Law by the Democrat Party political ruling class, but there should be no moral quibbles or hesitation by American citizens concerning the legitimacy of armed community self defense, in the absence of expected law enforcement protection.

Therefore, it is my carefully considered opinion that black-clad and masked ABR mobs, rampaging and terrorizing innocent citizens under the cover of darkness in the style of the KKK of old, may morally and ethically be taken under preemptive fire by armed citizens at any level necessary to drive them out of their peaceful neighborhoods and away from their businesses, before the terrorists can reach their targets and throw their Molotov cocktails and other explosive and incendiary devices.

As an historical note, it should be understood that the National Rifle Association was founded after the last American Civil War by former Union Army officers, (and Republicans at that), in order to empower freed African-American former slaves to defend themselves with firearms against KKK night raids. In the 19th Century, the Democrat Party, then allied with the Klan, (as the Democrats of today are aligned with Antifa and BLM), had favored strict gun control, in the form of narrowly written laws restricting the legal ownership of firearms by free black citizens.

The more things change…the more they stay the same.

…You cannot entrust your safety to an assumption.  You do not know the intent of the invaders, and maybe they don’t even know their intent.

Third, even if the rioters don’t intend to douse you with gasoline and set you on fire, there can be unintended consequences and collateral damage.  It’s extremely dangerous to have rioters and looters rampaging through neighborhoods.

Regardless of intent (which can’t be known anyway), women and children can perish.  Men cannot allow that to happen.  Men cannot allow increased danger to come to their loved ones if they can stop it.

Having said all of that, be careful.  Your enemy isn’t just Antifa/BLM.  Your enemy is the state as well, who will prosecute you for self defense.  They did with Kyle Rittenhouse, and they did with the McCloskeys.  They’ll do it to you too.

American Partisan: The 2020 Virginia Showdown

Author and former Navy Seal Matt Bracken has his own take on how things in Virginia will shake out in this American Partisan post – The 2020 Virginia Showdown.

…Just visit Governor Northam’s Twitter account and you will see that 99% of the comments on any post that he makes are tearing him to shreds with thinly veiled threats. When @GovernorVA posts a Merry Christmas message, he receives an unending torrent of angry insults and warnings in return. Online, nobody is letting Northam forget his history of appearing in blackface next to a pal in KKK robes, or that “Coonman” was his college nickname. And nobody is forgetting his recent statements on post-birth baby killing. Nonetheless, he is currently the duly-elected governor of the Commonwealth of Virginia.

But an important point to consider is that it doesn’t really matter if 51% or 90% of Virginia gun owners roll over and comply with Northam’s gun confiscation and/or registration laws. If even a few percent dig in their heels and privately say “hell no,” that will be enough to lead to violence. To millions of Americans, gun registration and confiscation are simply steps on the path to tyranny and, in many historical examples, eventual genocide. At least tens of thousands of Virginians will refuse to take those first steps, no matter what the law demands of them.

Following inevitably bloody gun confiscation raids, what will matter is not state-wide polling, but the individual deer hunter or sporting marksman who decides to go out on his own with his Remington or Winchester. He will hear about the latest local gun raid, and he will know the exact choke point surrounded by thick cover through which the convoy of LE police cars and SUVs will need to drive on its egress. At first, armed resistance might take the form of warning shots into engines or tires. The armed resistor will then disappear into the landscape, after caching his rifle and picking up his fishing rod for cover. Unit size: one man. No comms, no “chatter.”

Next, the gun confiscators will begin to receive incoming pot-shots on their perimeter security elements while they are conducting suburban raids. The shooter will be back in bed before the gun raiders even know what happened. Step by step, action begetting reaction, a low intensity insurgency will grow and spread.

Consider the panic and mayhem unleashed in California a few years ago by just one angry villain conducting his own private war…

AmPart: So What’s the Matter with Universal Gun Registration?

To say that Turkey did not enjoy a smooth transition from being the seat of the collapsing Ottoman Empire, through World War One and into the modernist Ataturk era, would be a massive understatement. In those turbulent times, ethnic Turks, Muslims composing the vast majority of the population, considered their Christian minorities, especially the Armenians, to be disloyal and treacherous.

In 1911, a national gun registration law was passed in Turkey, with no apparent ill intention beyond increasing public safety. In 1915, during The Great War, these gun registration lists were used to disarm the Armenian and other Christian populations. Army battalions cordoned off entire towns and did gun sweeps. Once disarmed, the official state violence visited against the Armenians ratcheted up to murderous levels. Typically, on town-wide sweeps, all of the men and boys were taken away by the Turkish soldiers, never to be seen or heard from again…

…A new low standard had been set. A nation’s leaders could commit genocide against a despised minority, murder two million living souls in full view, and the world would not give a good damn. It was an important lesson for future dictators, leading to even greater mass murders under the Nazis and Soviets.

And the German Nazis and the Soviet Communists learned another crucial lesson from the Turks: national gun registration laws could be passed easily in the name of dubious “public safety,” and the registration lists could be used later to disarm selected minorities and then subsequently to arrest, deport, and murder them by the millions after they were helpless to resist…

American Partisan: Social Media, Free Speech, and Censorship

Matt Bracken has written Social Media, Free Speech, and Censorship over on American Partisan. In this article, Bracken says that unlimited free speech on social platforms is not the answer, but rather advocates a “not permitting proponents of Communism, Islamism, or Nazism to participate” (ideologies with proven records of genocide) limitation. To an extent it is an ad for a new social media platform, but the question is important. What is the correct and/or healthy amount of free speech on a private social media platform? Should such platforms even be considered private, or have they taken the place of and be treated as public forums? Here is an excerpt:

Facebook, Twitter, Instagram and many other social media platforms cost nothing to use, so how do these corporations turn a profit? It’s no secret that they automatically data-mine and analyze all the information posted by their users, then package and sell this information to other corporations to help target their advertising.

But the same automated processes that are exploited by advertisers are also used by these platforms to tilt the ideological playing field in favor of their own leftist so-called social justice agenda. As an example, I have been suspended from Facebook for six out of the past twelve months for posting memes that others report posting with no consequences, indicating that more stringent rules apply to designated “bad comrades” than to average users. Hidden algorithms are used to throttle, shadow-ban, and remove followers from targeted users in order to decrease their impact on leftist-controlled social media platforms.

In Britain and Germany, users of social media who complain too vocally about the ill effects of uncontrolled immigration and other counter-PC topics are even arrested and charged with hate crimes, but the primary purpose of these draconian policies is to cause the rest of the population to self-censor their true opinions in order to avoid similar consequences.

Conservatives dissatisfied with this state of affairs have been searching for social media alternatives where their social and political views would not be punished, and many small niche websites have sprung up in a feeble attempt to fill the void. The half-million or so users of Gab.ai made it the biggest of the alternative platforms, and the first to achieve any significance, since perhaps FreeRepublic.com in the early 2000s, or Breitbart and Gateway Pundit today…

Absolute freedom of speech is a loophole exploited throughout history by the enemies of freedom to achieve power…
