Imagine, for a moment, that right now the grid goes down, either accidentally or by design. Would you be able to:
• Communicate with family members to determine their safety/well being, and have them initiate contingency plans?

Now lets go to the actual present, our status­quo dystopian reality. Are you able to:
• Communicate with family and group members in a manner that minimizes your footprint?
• Collect intelligence information to find out local, regional, national, and worldwide conditions/events via alternative means?
• Minimize or eliminate your surveillance footprint when necessary for privacy reasons?

Communications skills in a down­grid situation, meaning both now and in an uncertain future, is an essential survival skill for anyone interested in maintaining control over their own destiny. You don’t need to be an electronics expert, although your group or tribe will
certainly need one. You do need to have a certain level of
knowledge, dependent on your aptitude and general skill­
set.

April 19 – National Guard Troops Ambushed – 72 Confirmed Dead – 200+ Injured

BOSTON, 4/19 – National guard units seeking to confiscate a cache of recently banned assault weapons were ambushed on April 19th by elements of a para-military extremist faction. Military and law enforcement sources estimate that 72 were killed and more than 200 injured before government forces were compelled to withdraw. Speaking after the clash Massachusetts Governor Thomas Gage declared that the extremist faction, which was made up of local citizens, has links to the radical right-wing tax protest movement.

Gage also blamed the extremists for recent incidents of vandalism directed against internal revenue offices. The governor, who described the group’s organizers as “criminals,” issued an executive order authorizing the summary arrest of any individual who has interfered with the government’s efforts to secure law and order. The military raid on the extremist arsenal followed wide-spread refusal by the local citizenry to turn over recently outlawed assault weapons. Gage issued a ban on military-style assault weapons and ammunition earlier in the week. This decision followed a meeting in early this month between government and military leaders at which the governor authorized the forcible confiscation of illegal arms.

One government official, speaking on condition of anonymity, pointed out that “none of these people would have been killed had the extremists obeyed the law and turned over their weapons voluntarily.” Government troops initially succeeded in confiscating a large supply of outlawed weapons and ammunition. However, troops attempting to seize arms and ammunition in Lexington met with resistance from heavily-armed extremists who had been tipped off regarding the government’s plans.

During a tense standoff in Lexington’s town park, National Guard Colonel Francis Smith, commander of the government operation, ordered the armed group to surrender and return to their homes. The impasse was broken by a single shot, which was reportedly fired by one of the right-wing extremists.

Eight civilians were killed in the ensuing exchange. Ironically, the local citizenry blamed government forces rather than the extremists for the civilian deaths. Before order could be restored, armed citizens from surrounding areas had descended upon the guard units.

Colonel Smith, finding his forces over-matched by the armed mob, ordered a retreat. Governor Gage has called upon citizens to support the state/national joint task force in its effort to restore law and order. The governor also demanded the surrender of those responsible for planning and leading the attack against the government troops.

Samuel Adams, Paul Revere, and John Hancock, who have been identified as “ringleaders” of the extremist faction, remain at large.

ARRL: 2017 Hurricane Season After-Action Report

The ARRL released their after-action report on the 2017 hurricane season. Click here to download the pdf. (11MB file)  This is actually a bunch of separate reports glommed together, so it doesn’t read very smoothly. Much of it does not get into very good detail on what went wrong and what could be improved, but it looks like they spent more time on that at the ARRL level rather than the responder level.

From the Puerto Rico response, what amateur radio equipment did you need but not have?

Items mentioned included electrical tape/duct tape, volt-ohm meter, cable ties, SO-239 connectors, insulators, soldering iron, 50′ runs of coax and barrel connectors, mini mag-mount VHF/UHF antenna, VHF/UHF J-pole antenna, compass, headset with boom mic and footswitch, extension cords, power strips, hook-up wire, wire strippers, end-fed antenna, cheat sheets for radios.
From the Puerto Rico response, what did you add to your kit and where did you get it?
Generally, additional equipment was acquired through the Red Cross, FEMA, fire stations, local radio amateurs, or home improvement stores. Items acquired were left with the Red Cross in San Juan. Items included: Extension cords, antenna wire, car battery, hex nuts (used as weights for antennas), rope, notepads, pens, markers, electrical tape, crimpers, wire connectors, pulleys, shackle, slingshot, power strip, coax seal, HP OfficeJet printer, printer paper, headphones, batteries, terminals, PVC pipe, hose clamps, tape measure, power inverter.
The key observations offered on lessons learned included (Puerto Rico):
  • Clearer chain of command
  • ARRL representation at the staging point
  • Deployable VHF repeaters
  • Better screening of volunteers
  • Screen out those who have no experience in Amateur Radio disaster communications
  • Screen out those who have no experience in the needed forms of communications
  • Factor in personality to the screening process; some personalities are not suitable for such deployments
  • ARRL needs to provide education to Red Cross on the capabilities of Amateur Radio
  • ARRL representative on site during deployment (at JFO/EOC)
  • Form a national response cadre that is pre-screened for deployments such as this
  • Smaller and lighter Ham Aid kits
  • Encourage radio amateurs to volunteer with Red Cross Disaster Services Technology
  • Language was a barrier; being bilingual is important
  • Clearly defined list of capabilities of all deployed volunteers
  • Substantive pre-deployment briefing
  • Substantive debriefing
  • Better net structure
What do we need to change? (Irma and Maria)
  • Radios worked well. Possibly replace Icom IC-7200s with IC-7300s for consistency and ease of use.
  • Make sure every radio is digital-capable, with all needed cables and accessories.
  • Vetting process.
  • Improve training, especially with digital communications.
  • Multiple band antennas or several antennas for individual bands.

World Amateur Radio Day, April 18, 2018

Every April 18, radio amateurs worldwide take to the airwaves in celebration of World Amateur Radio Day. It was on this day in 1925 that the International Amateur Radio Union was formed in Paris.

Amateur Radio experimenters were the first to discover that the short wave spectrum — far from being a wasteland — could support worldwide propagation. In the rush to use these shorter wavelengths, Amateur Radio was “in grave danger of being pushed aside,” the IARU’s history has noted. Amateur Radio pioneers met in Paris in 1925 and created the IARU to support Amateur Radio worldwide.

Just two years later, at the International Radiotelegraph Conference, Amateur Radio gained the allocations still recognized today — 160, 80, 40, 20, and 10 meters. Since its founding, the IARU has worked tirelessly to defend and expand the frequency allocations for Amateur Radio. Thanks to the support of enlightened administrations in every part of the globe, radio amateurs are now able to experiment and communicate in frequency bands strategically located throughout the radio spectrum. From the 25 countries that formed the IARU in 1925, the IARU has grown to include 160 member-societies in three regions. IARU Region 1 includes Europe, Africa, the Middle East, and Northern Asia. Region 2 covers the Americas, and Region 3 is comprised of Australia, New Zealand, the Pacific island nations, and most of Asia. The International Telecommunication Union (ITU) has recognized the IARU as representing the interests of Amateur Radio.

Today, Amateur Radio is more popular than ever, with more than 3,000,000 licensed operators!

Northwest Regional Patriot Academy, Idaho, June 20-22, 2018

The Northwest Region Patriot Academy will be held June 20-22, 2018 in Boise, ID.

Patriot Academy is a three- to seven-day “boot camp” in leadership and government open to students ages 16 to 25 and held every summer in various state capitols throughout the country. Students delve into the political process from the inside out as they file legislation, debate bills, campaign for office and pass laws. In between legislative activities, they receive training in media skills, public speaking, leadership, current issues and America’s heritage–all from a Biblical worldview. Back for the 21st year it is once again time for the Annual NWAPRS Summer Gathering
This year September 7-9 (always the weekend after Labor Day) at Valley Camp  6 miles east of North Bend Washington.

Or share a beverage with friends, this usually goes until around 10PM, later if you don’t need sleep, but quiet time in camp is 10PM to 7AM.Saturday morning Breakfast, provided by the West Seattle Amatuer Radio Club, starts at 7AM with coffee and a full breakfast prepared by our chef Curt WR5J and his helpers.The event officially begins at 8:45AM with the first presentation at 9AM

Lots of Extras

  • Yes, there will be some door prizes given away Saturday around 5 PM. To take home a prize you must be in attendance at 5PM.
  • Campfires – As of right now we are under a state mandated complete fire ban. No open flame, except for cooking on the grill, and no smoking anywhere on the property including buildings or trails. If we see you smoking we will assume you are on fire and take appropriate actions.
  • If you have a comfortable folding camp chair bring it along. The picnic benches are 60 year old very hard 2×12’s.
  • Internet Access – Please turn off automatic updates on computers and do not do large downloads while in camp, this includes movie/video streaming. You are sharing an old slow CenturyLink pipe with everyone else.
  • WiFi network login info will be available at the event.
  • The vehicle Speed Limit inside Valley Camp is 5 MPH. We have lots of small critters and none of them get out of the way of vehicles including the 2 leg variety.
  • Pets – If you must bring your pet it has to stay on a 6 foot leash and stay connected to you at all times. We also expect you to clean up after it and be very careful feeding it, any spilled food attracts wild animals, some you don’t want to meet at night.
  • Parking while at the event – Please be aware that not all RV’s in the campground are attending the Summer Gathering so please do not block vehicles parked in front of RV’s. Parking is best accomplished west of the RV area along the road towards the Lodge and Roundhouse.
  • The Summer Gathering is funded only through donations of the attendees, no outside organization financially sponsors the event. Please consider what this event is worth to you and donate appropriately. There will be several places to leave your donations, the main one being the green MAILBOX marked DONATIONS in the shelter and if you would like to make a donation using a credit card Teena can make that work.
Valley Camp is the conduit for all donations and it is a 501(c)3 not for profit organization.

Weather

As of a week out, the weather looks like it will be in the 60’s and 70’s with a partly cloudy sky and a very little chance of rain. However this event is in the Cascade Mountains of Washington state anything is possible so come prepared.

FO: Five Reasons Why We’ll Have Another Domestic Conflict

Sam Culper over at the Forward Observer intelligence shop has a new article up titled Five reasons why we’ll have another domestic conflict.

Demographically, culturally, fiscally, we’re hemorrhaging as a country. Studies show that most immigrants, legal or illegal, have a political predilection towards larger, more authoritarian government. They do or will vote Democrat. That’s why amnesty is the death knell for the right-leaning electorate. And amnesty is only a matter of time, which means the GOP as a nationally viable party could have an expiration date within your lifetime. Several states, including Texas, were decided by fewer votes than those states have illegal immigrants. Amnesty pushes those states blue, which then push a far Left agenda in a Democrat-controlled Congress. That writing is on the wall.

Without amnesty, studies show that larger percentages and greater numbers of future generations are slightly or consistently liberal. Millennials are the least white voting generation on record; Generation Z is less white than Millennials, and these two groups are or would vote for Leftist populists (like Bernie Sanders) in far greater numbers than previous generations. If we look at political leanings by generation (graph below), we can see the decline in percentage of those mostly or consistently conservative. (Look at each generation in 2017, for instance.) The opposite is also true: the Baby Boomer generation in 2017 had a greater percentage of mostly or consistently liberal than the Silent Generation; Generation X had a higher percentage than the Baby Boomers; and the Millennial generation has a higher percentage than Generation X. Each generation is becoming more liberal due wholly to immigration. Because immigration is little more than importing future Democrat voters, I don’t see how the GOP hangs on to anything outside of regional power without a cultural resurgence (like Reagan, for instance).

Brushbeater: Integrating Inter-Team Communications Into Your Kit

NC Scout from Brushbeater blog has some good notes up on Guidelines for Integrating Inter-Team Communications Into Your Kit.

The cornerstone of why you need communications in the field is unit coordination. Teams must have a way to relay what they see and update the situation to other partner teams in the field and to a command location. This is what’s known as Inter-Team Communications and should be thought of as your lifeline for the Small Unit. One of the topics briefly covered in the RTO Course is how to integrate squad-level commo gear into your kit. After training with several groups I’ve noticed that this normally is an afterthought, so it’s something that I address through demonstration of my own gear during the second day. While I don’t require anyone to bring anything to class other than a notebook, pen, comfy shoes and a good attitude, on the FTX there is a little bit of team movement and scratching the surface on Small Unit Tactics (SUT) that I cover elsewhere. There’s a lot of reasons I do this, but its mostly to prove to the student they’re effective with almost nothing.  Everything else is an enhancement to the skill they’re building. Basics never change, and proper adherence of the basics will get you through most situations. The point is not that its an SUT class- its that you’re using your training and gear in the intended environment and showing me that you can apply what you just learned. An RTO (Or RATELO for you Marines) is a critical element of the small unit and as a recent Scout class learned, can be the hardest job on the Team. Together we lay the foundation and provide a context, so that everything else becomes easy and you can add to it to suit your group’s needs. Among the takeaways through a hands on approach is how to integrate Inter-Team communications efficiently into your own personal Second Line or ‘Deuce’ gear (also known as ‘kit’). One of the biggest issues for those looking to conduct patrolling is how to effectively integrate basic communications equipment into their patrolling kits- there’s a right way and a less-right way, centered around making life just a tad easier while moving tactically…

“Hunger is not a problem of too many people on the planet, nor is hunger a problem of the planet’s inability to feed everyone that currently lives on it. Hunger is caused by human actions.

“The horrific fact is that from the 19th Century to the present time, most of the worst famines on the planet have been caused not by an apocalypse of nature, or a worldwide shortage of food, but by the hand of man. More often than not these famines were caused by the intentional, deliberate actions of those in positions of power and influence, for either political or economic reasons.

“One of the causes of famines has been the decisions and actions of a powerful elite few who decide that their personal wealth and power are more important than the lives of the ‘little people’.

“For those who think it can’t happen in the USA, because this country is a ‘bread basket’, think again. Many Americans today are descendants of those who fled one of the worst famines in European history. It was a deadly famine which occurred in the midst of plenty while living in a country which was a bread basket.

“Ireland, during a seven year period starting in 1845, in the very heart of the powerful and wealthy British Empire, lost almost a quarter of its entire population either through death or fleeing refugees, due to a famine triggered by a potato blight. FO: Intelligence and Community Security, Day 01

The intel guys at Forward Observer have started up their new Intelligence and Community Security series. Read it to learn what intelligence is, how to get it, and how it is critical to preparedness.  Here is an excerpt from Day 01.

America’s trajectory is pointing towards another conflict. It’s something many of us have suspected for a long time, and the question is What exactly will it look like? Perhaps a better question is Are we already in it?  My answer is probably, and I’ll describe what I believe could happen in the future. In short: empirical data shows that any potential conflict is likely going to be driven by demographic and economic change. Amnesty and a return to liberal immigration policies are less than a decade away, and artificial intelligence, machine learning, and robotics are likely to create more job loss than jobs created. This disproportionately affects low skill, low wage workers, meaning higher youth unemployment, which is already an early warning indicator of civil unrest around the world; and amnesty and unlimited immigration is a vehicle to amass political dominance because of the preferences of those receiving the amnesty.

These two likely unstoppable trends are going to accelerate the adoption of identitarianism based on race (social justice) and class (economic justice) instead of civic nationality. Amnesty will overwhelmingly benefit the Democratic Party at a time when a pivot to left wing populism is much needed to counter a rise in right wing populism. The effects, centered on anti-capitalist, anti-American, pro-social “justice”, and pro-international socialist policies, are going to permanently change the political landscape of America. If this is happens as soon as five or ten years from now, then we should probably expect a culture war that moves from sporadic violence to routine violence, especially in regions where government is unable or unwilling to intervene. (There are a lot more factors at play here and I’ll be sure to provide a comprehensive break down in future blog posts.)

This all sounds pretty pessimistic and, as we’ve seen with prognostications about financial and societal collapse (heaviest from 2007 to 2016), there’s a tendency by many to overstate the conditions and shorten the timeline in anticipation of events that will likely happen much later than predicted. No one can predict the future with any certainty, but we can identify what could occur in the future, and this is one such possibility. Whether it happens in two years or twenty, very significant and persistent socioeconomic conditions are a certainty, which are likely to result in some form of domestic conflict. Our next major hurdles are (1) the period between November’s mid-terms and the 2020 general election, and (2) the next recession, which could rival 2008’s in economic and financial terms, but with the toxic political and cultural climate of today. That’s a good time to revisit this potential future and revise as necessary based on the conditions.

With that as our starting point, the next question is Which systems will be disrupted and how will it affect our communities? We’ll save that for later this month, because for now we’re focusing on intelligence and community security.

We need a framework to understand how decisions are made, and we need to understand what’s necessary for good decision-making. John Mosby: Craftsmanship in Preparedness

As usual, John Mosby of Mountain Guerrilla blog has some insightful comments on prepping in general and on the more important craftsmanship of living a self-sufficient life which results in being prepared for whatever life throws your way. Some people don’t like the things JM says nor the way he says them, but even if you disagree with his conclusions, the ideas that he presents are well worth contemplating.

…As I discussed in my books, while the occurrence of a single, instantly-identifiable “SHTF” trigger event would be remarkably convenient, it’s not likely. Even in the case of an event that popular prepper porn novels make out to be THE event—solar flare, EMP, economic collapse, etc—the fact is, collapses of major civilizations take years, decades, and even centuries to fall all the way to “dark ages” status. That’s not popular, and it’s not convenient, but it is reality.

“But! Violent struggle in the streets!” “But, mah second civil war!” “Riots!” “Collapse of the Dollar!”

Sure, all of those are bad, but, especially at the local level, none of them are really “TEOTWAWKI” either, in most places. Sure, parts of major metropolitan areas are going to get ugly. A lack of potable drinking water from the taps. Absence of police presence making violent crime more likely. Control of whole neighborhoods by criminal gangs and cartels. A breakdown in the infrastructure system. Squatting by newly homeless people…Yeah, that’ll be different…

Guess what? That IS the norm, right now. You think an EMP going off is going to make it worse? Maybe. Maybe not. I’m betting on not. In fact, in a lot of ways, I suspect life for the residents of … ghettos in large urban areas will get BETTER after an event that draws more attention away from them, when the shadow governments that are already in place, in the form of criminal cartels, can move about more openly. No more pretense of divided loyalties between the government, the relief agencies, and the local gangs. The gangs will stomp out unaffiliated criminal actors in a hurry. Sure, it’ll be despotism, and if you’re an attractive female of breeding age, it’ll probably suck for the indefinite future, but, as a general thing, that’s just as true now.

What benefits will accrue the inner city? They have a new governing body in place that has a proven track record for getting a niche product into the community, under difficult conditions. Are groceries as profitable as drugs? Not right now, but in the event of a major event? It’s not like drug dealing gangs are in it because of the drugs. They’re in it because of the money, and the power the money brings them. How long do you think it will take a local gang to switch over from smuggling drugs to smuggling carrots? Hell, they don’t even need to smuggle carrots. They can get their mamas and grannies to grow them on the roofs and in the deserted lots.

Rural places? The power goes out in my neighborhood when a good storm blows. A cartel safehouse was raided and busted less than a couple miles from my house, last year. There was over $2 million worth of contraband on the place. My neighbor told me that our other neighbor had something like 50 head of cattle rustled out of his pasture, in broad daylight, two months ago. The closest town to us has signs in the front yard of several businesses and houses openly acknowledging the corruption in the municipal government. You know what people do?

They live. They have backup generators, or they are off-grid completely. Of my six closest neighbors, every single family raises a serious garden every year (as in, somewhere over 100% of their annual intake of vegetables. Some gets sold, some gets canned for storage, some gets given away), and every family raises their own chickens for meat and eggs. Half have a larger meat animal on the place as well, either beef cattle or pigs. Three of the neighbors have a family cow each.

Forward Observer: Intel, Security, and Defense for Community Preparedness

Forward Observer has a post up about their return to a focus on training communities for disaster preparedness planning rather than the Early Warning briefs they have been posting and emailing. The folks over at Forward Observer have been a real asset to communities trying to prepare for a few years now.  Sam Culper’s SHTF Intelligence book, and the FO Area Intelligence Course are very good tools for learning how to think about what you should be thinking about. At the heart of intelligence is the ability to reduce uncertainty. What intelligence brings to the table is an ability to make well-informed, time-sensitive decisions. Get trained. Get intelligence. Be prepared.

I started this Forward Observer intelligence project in 2016 because I was concerned.

Rising and unsustainable national debt, expanding government authority and the continued loss of individual liberty, the militarization of police, the rise of cultural and economic Marxism, the risk of war with Russia and China, the risk of systems disruption via cyber and financial vulnerabilities — there were lot of things going on that greatly concerned me. And the question I ask is, has any of this really changed in two years?

If nothing else, many of these things are actually worse today and, despite our best hopes and optimism, the trend is set to continue. It’s very conceivable that in another two years, this country is much worse off. An economic recession, a major war, a major cyber attack, an increase in political violence — all these things have a growing likelihood.

I left the U.S. intelligence community in 2012 because I, like many of you, could see the proverbial “writing on the wall”. Considering the threats, I no longer wanted to live in a built-up area. I didn’t want to work for a government that didn’t promote the best interests of the American People. I didn’t want to serve a president who was actively undermining everything I loved about my country. So I left my job as an intelligence analyst and never once regretted it.

A lot of the fears and, at times, panic induced in the emergency preparedness community never came to fruition. Part of that reason is because a lot of the fears were exaggerated, which is why I guide my analysis through the maxim: the more extreme the prediction, the less likely it is to occur. I don’t and have never believed in total economic collapse or complete societal collapse; instead, I believed and still today believe that conditions will continually break down over a period of years until some trigger (like a major recession, some act of significant political violence, or maybe a cyber attack) is the catalyst for parts of the nation to just devolve into active conflict. It may go so slowly that it catches the mainstream by surprise, but even the mainstream is picking up on the idea that we’re moving into a reality where a domestic conflict is conceivable.

And this brings me to the Early Warning. At a meeting yesterday, we brainstormed about how we could best serve our readers in light of what’s probably going to happen in the future. Ultimately, we decided that I need to start writing again about intelligence, security, and defense for community and disaster preparedness planning. If you followed my old blog Guerrillamerica from 2011-2015, then you’re already familiar with the kinds of things I write about: intelligence collection and analysis, reducing uncertainty and navigating an uncertain future, how to build resiliency and security at the community level, and what warfighting will look like during an irregular conflict, like the one I believe we’re heading towards. So in lieu of the daily Early Warning report and email, I’m going to spend my early morning time on something that’s way more valuable, which is teaching these skills and concepts so you can use them in your everyday preparedness planning…

Brushbeater: Skills Over Gear

Clothes don’t make the man. All too often in the Survivalist & Prepper scene a lot of focus gets placed on gear. In fact so much so that a lot of sites devolve into simply reviewing individual pieces, which in turn is basically an overview with nothing else. And don’t get me wrong, I love some good kit and appreciate original or out-of-the-box thinking that goes into really innovative products. But skill, specifically mastery of basic skills, can never be supplanted by a product. And in turn, no product will make you better if the fundamentals ain’t there first. Those fundamentals, with some very basic supporting gear, lay the foundation for you to be effective whether it’s combat weaponcraft, movements in potentially hostile environments, or tactical communications. The basics of anything never, ever change. And you might be surprised at what can be done with just a mastery of what’s simple.

Oregon: No Coastal Hospitals Likely to Be Functional After Large CSZ Quake

A new Oregon State Department of Geology report concludes that “no hospital facilities are likely to be functional due to the expected severity of a magnitude 9 Cascadia earthquake and tsunami damage. Seismic vulnerabilities include building structures; non-structural components that are part of the building as well as equipment; and the limitations of on-site utilities such as power and water. Four of the eleven hospitals are located in the tsunami evacuation zone and face difficulties with tsunami planning. ” The hospitals were constructed before CSZ earthquake expectations were known, and suffere from inadequate seismic resilience.  There are worries about fuel and water accessibility post-quake in addition to the possible damage from the earthquake and tsunami. The hospitals are expected to take over three years to recover from such a quake.
